Lockport is beginning the multi-year process of planning for waterfront improvements and developing grants after the Common Council approved a contract last week. The contract, not to exceed $100,000, retains LaBella Associates, an architecture and engineering firm from Buffalo, to develop a Local Waterfront Revitalization Program (LWRP) for the city.
