A Buffalo man has been charged with vehicular assault among other charges after he allegedly struck a New York State Police Trooper on a Thruway ramp Thursday night, police said. James Stumpf, 34, was allegedly driving his truck on the Exit 54 ramp under the influence of alcohol around 10 p.m. Thursday night. The incident occurred in West Seneca.
